About Steven

Steven Head is a senior executive with more than 25 years’ experience across local government and NSW Government, with a strong record in leading complex organisations, major infrastructure programs and long-term strategic reform. He brings deep experience working in high-profile, highly scrutinised environments where sound governance, financial discipline and stakeholder confidence are critical.

Steven most recently served as General Manager of Hornsby Shire Council from 2018 until his resignation in November 2025. During this period, he led the organisation through significant strategic, operational and community-facing change, including major planning and place-based initiatives, service reform and organisational improvement. His leadership was recognised by councillors and stakeholders for providing stability and clear direction during challenging periods, including the COVID-19 pandemic.

Key initiatives under Steven’s leadership at Hornsby included the Hornsby Town Centre Masterplan, Hornsby Park redevelopment, and the development and delivery of the “Your Vision, Your Future” community strategic framework and Local Strategic Planning Statement. He also oversaw improvements in financial sustainability, customer service delivery and the use of technology to support more responsive council services.

Prior to joining Hornsby, Steven held senior executive roles with Roads and Maritime Services (now Transport for NSW), including Head of Network Sydney, Acting Executive Director and Acting Chief Operating Officer. In these roles, he was responsible for large-scale capital programs, network governance and reform across Sydney’s road network. He played a key role in establishing new operating models, improving program certainty, strengthening governance arrangements and lifting delivery performance across complex, multi-partner environments.

Steven’s local government experience also includes senior director roles with Willoughby City Council and Ku-ring-gai Council, where he led infrastructure, planning, open space, recreation and corporate strategy portfolios. This combination of council and state government experience enables him to work effectively across jurisdictional boundaries and with elected members, executives, government agencies, industry partners and communities.

As a partner with Local Partnership, Steven supports councils with executive leadership advice, organisational and service reform, governance and performance improvement, and major project and infrastructure oversight. He is particularly effective in helping organisations address complex issues that sit at the intersection of strategy, delivery, community expectation and financial accountability.

Steven holds postgraduate qualifications in business administration and has undertaken extensive executive development to support his leadership roles.
