Leadership development for elected members
For Mayors and Councillors, we provide leadership development for individuals and for the governing body as a whole. As former Chief Executive Officers and General Managers in local government, we have worked with many Mayors and Councillors, providing clear professional advice and support grounded in direct experience.
We have supported Mayors through leadership development using Hogan Personality Assessments to identify strengths and development areas. We have also worked with governing bodies to facilitate strategic planning and organisational development workshops. Where appropriate, we encourage the participation of the Executive Team to strengthen working relationships and establish a shared direction between the elected body and administration.
This approach supports effective use of individual strengths and encourages constructive contribution as colleagues. The aim is a governing body that operates with clarity, mutual respect and shared purpose.
Leadership development for executives
Local Partnerships works with Chief Executive Officers, General Managers, Directors and executive teams to strengthen leadership effectiveness within the local government context.
Our work includes the use of Hogan Personality Assessments, executive team planning workshops, mentoring and coaching. We focus on helping leaders understand how their leadership style presents in practice, how to use their strengths well, and how to contribute positively to collective leadership across the organisation.

Individual and team-based development
Leadership development is tailored to the organisation and the people involved. Support may be provided to individuals, teams, or both, depending on what best serves the organisation.
Across both elected members and executives, the work supports individuals to:
- understand their leadership role and responsibilities
- recognise and apply their strengths effectively
- identify areas where adjustment may assist performance
- contribute constructively as team members and colleagues
The emphasis is on development that is practical, respectful, and appropriate to a public leadership environment.
Use of leadership assessment tools
Local Partnerships has long-standing experience using leadership assessment tools, including Hogan Personality Assessments, as part of leadership development work.
These tools are used to support insight and reflection, helping individuals better understand their leadership style and how they may be experienced by others. Assessment results are handled with care and discretion, with decisions about sharing remaining with the individual.
